There's no point in always waiting for the next best thing. There's always something new coming out. I'd get one of the powercolor cards as I know they include the Never Settle games.
I don't care much for the included games,I would rather concentrate on the performance between the sapphire and powercolor,in past reviews the sapphire scored much better any idea on the current cards if its different?
For what it's worth the Sapphire does come with BioShock Infinite.Performance identical. All cards are made by AMD. GPU manufacturers just a slap on a sticker and maybe a new cooler for the overclocked cards.
