Has this ever happened to you?

So my parents are on the 1 gig DO Telkom adsl package, and they generally tend to get capped early on in the month. Over the last few months a week or so after being capped my dad finds that he can still access international web pages and download content from international links. I'm not quite sure how to explain it as it happens at random times. Is it a problem from Telkoms side? I just wanna make sure we aren't doing anything illegal .

Don't stress this has happened before. People were getting free international for a while and those who went ovet their local cap paid for local only data (I think they paid at least). All in all you're safe, it's a telkom problem nothing illegal about expoilting Telkom's stupidity
