Rubbish. Evolved, mature people are able to rein in thoughts. An inappropriate thought does not need to lead to an action. You just need some self-control.
For individuals this is 100% true, in a crowd it falls apart. Its like the argument about women dressing in skimpy clothing causes rape. Its very heated topic and women state I should be able to dress any way I like and it should not cause that reaction. This statement is true, but what is also true is that every person on this planet is not perfect and has weaknesses or is just broken in some way or form. If you offer the opportunity some people will take that opportunity even when they should not. Some things statistically raise the odds of a bad event happening. Dangling half naked women in front of someone who has issues around violence towards women and sexual desire may be triggered by the skimpy outfits. Again, the women should not get the result that happens. It is the rapists fault, but you cannot deny the things that link the two events. The outfit, gets the thoughts and plans going and there is causality, even if it is completely wrong.
So I tend to say stay well away from the edge of the cliff. Even an innocent or seemingly harmless or minor thing has the potential to grow. People who steal cars almost never started with cars, they started with money from moms purse and chocolate bars at the spar. People who rape almost never started with rape, they started with porn and lots of time fantasising about rape. People who take hard drugs almost always started with softer substances, like cigarettes. We as humans have a tendency to follow that old boiling the frog story in our lives. We start small and it grows into something else.

So this is my theory. Oggling women is something easy to justify in our heads even though perhaps deep down we know it is actually not respectful or a good thing to do. Mortymoose was in that space. Now that he has older daughters it tore down the arguments for oggling pretty young girls as he now identifies them as similar to his own daughters, and he would hate for someone to be thinking nasty things about his girls. Hence he has become a better person. He can now show more empathy, and more respect to his fellow human beings.
