HELP! extremely slow speeds on 4Mbps

I'm seriously running out of solutions after 3 months now. My ISP and TElkom are no help. Tried MWeb and WEbAfrica trial accounts, same results. Also tested using other mobile devices, same result.

Different Telkom technicians says there are NO congestion in my area. Ping is great download speed is atrocious.

Current sync 5 Mbps
Download speed 10kb/s daytime, after midnight 80 - 150kb/s
ISP : Afrihost capped

Speedtest.net - I get 2Mbps, 16ms ping
SAIX.NET - 49ms, then stuck at preparing for download test for a while. 10 min later results is 25kb/s
