Not necessarily, it depends how you structure it, assuming they're being paid above minimum wage you could just make some of their salary a "performance bonus" and one of the performance targets that would have to be met is zero theft...
Still, even with this, you cannot make deductions without their consent. You can however, impact on their future earniongs, like you mentioned. Be careful wtih deductions, any deductions that the employee did not consent to or that was not enforced by a legal order such as a garnishee order, is illegal.
