Help Needed (Speed)

Ok, here's my situation.

Was getting erratic line speed on my newly upgraded 1024 line. Sometimes as low as 180kb/sec up to occaisional peaks of 1012 kb/sec. I can really notice when surfing local/int sites.

So I logged a fault with TelCon who dispatched an engineer. He arrived today, hooked up his modem and laptop and saw none of the varying line speed that I see. Successive line speed tests always gave him a fairly constant line speed between 800 - 950 kb/sec.

So then I plugged in my modem into his laptop with my ISP and we still got fairly constant uber speeds.

Ok then I think well is it my laptop? I plugged in another spare laptop and get the similar varying line speeds.

How do I optimise my PC settings for broadband? I have tried reading tutorials about using DrTCP to change RWIN, MTU etc, but even after changing them and rebooting still get similar lower than TelCon dudes speeds and variance in speed.

Are antivirus/spywar prgrammes interferring with downloads and reporting of speeds in tests?

What else should I be checking? Any help advise welcome.

Its not awesome at all, I pay over a R1000 a month for this service. I expect my speeds to be weighted towards the higher end of the speed spectrum... if I wanted 180kb/s I would pay for a 192 or 384 service.

TelCon's engineer demonstrated a consistently high speed on my line, I need to know why I am not achieving those.
 
Use a seperate pc like IPCop to do the PPPoE dialing - its all about MTU, packet sizes and PPPoE overhead... You can use your old 486 box in the garage - mine works fine.
