There's been stories for decades about that LOL. It's kind of pointless. Without any kind of useful public transport this kind of project would do very little if not nothing, to alleviate congestion.

Completing those freeways would eliminate the massive congestion at the intersections of Helen Suzman Boulevard, Water Sisulu and Buitengracht Street, as any vehicles coming from the N1 and N2 going to Green or Sea Point and further could avoid those intersections completely. Same in the reverse direction.

My friend had a flat there, in the middle of his lounge there was a conduit coming from the ceiling down to the flat below, apparently the Telkom cable for the whole building.

or are Saffers lazy or something, something like this would never work in Singapore or any 1st world country.

According to Wiki:

Construction on the project eventually got off the ground in the early 1970s but was brought to an abrupt halt in 1977 with no clear explanation given at the time. As a result, several urban legends have surfaced over the years. One is that the design team had made a calculation error resulting in the two ends failing to link up. Another was that construction was halted due to a disgruntled shop owner who refused to sell his property that stood where the flyover would pass. However, the official explanation to date is that the city had run out of money with traffic numbers at the time not justifying its continuation and the project had to be abandoned.

There is another incomplete section of Cape Town's highways that is not well known, which would relieve the massive congestion between Westlake and Fish Hoek. The M3 highway, known as the Blue Route, ends abruptly in Westlake. On old road maps published in the 1970's, the unfinished section is marked with dotted lines.

The route would have gone from Westlake either with an Expansion of Boyes Drive along the False Bay mountainside or via a tunnel to come out near Clovelly Golf Course. The abrupt ending of the Brakkloof extension can be seen at the intersection of Kommetjie and Corsair Road at the Fish Hoek entrance to Sun Valley.

There is a 3-bedroom unit on 9 going for R2.9m, a 2-bedroom unit on 14 for R2.8m

My 13 floor unit is 63 sqm

My 17 floor unit is 101 sqm and has a new kitchen and bathroom. Nice view from the bedroom (facing west). Been offered R3.4m but the tenant is a Swiss guy who is only home for 5 to 6 months at odd times and is happy the way it is. He also pays me in Euros once a year

The lifts were replaced about 5 years back. Each car cost over R1.3m, so R2,6m per block

Damn nice view but those buildings are an eyesore.
 
My brother lived there for a while... You were either blown up or down the stairs. Felt like the wind lived in there differently than from the outside.

And yes, they do sway in strong winds. How they have held out this long is a feat of engineering.
 
The swaying must have been part of the plan though, maybe some concern about high winds causing too much lean. I know that close to a hill's slope edge the winds can increase much more than usual.
Maybe @lexity can give some insight, he lives around there somewhere and knows how to fix almost all things.
 
The wind at Disa Park is tremendous. The door-closer on the ground floor is very powerful and requires you to lean on the door to open it. If the door stays open for longer than 30 seconds, a loud buzzer sounds

For moving furniture, there is an under-cover lower level door

I have had 3 large window glass sucked out. No idea where the glass ends up. During one storm, there were 8 sheets of glass on the lawn

Glass is replaced by absailing from the roof with the glass held in suckers. Quick-setting putty is applied from a cartridge
