Help with buying a CPU

Is this CPU good?

CP-IK7100 - Intel Kabylake i3-7100 3.9

I currently use a Biostar TB250 board, repurposed the rig, it’s now a PC, but the Celeron CPU ain’t making it, constantly hitting 70% - 90%

Use case:
JetBrains PHPstorm + DataGrip
Chrome with 20 - 40 tabs
Outlook a few large inboxes - 15GB - 25GB each.
Plex Server

Current PC specs:
Intel Pentium G4400 @ 3.30GHz
1023MB NVIDIA GeForce GT 710 (EVGA)
111GB Western Digital WDC WDS120G1G0A-00SS50 (SSD)
1863GB Seagate ST2000DM001-1ER164 (SATA)

Budget - Cheap as possible, this won't be my main PC, just going to use it for 5 - 8 months so want to make it bearable.

I would prefer the 8th gen CPUs, but the Biostar TB250 doesn't support Coffee.

The price at DC3 is R5,813 for that one, R2,850.00 feels like a scam.
