Help With Sharing Bandwidth Equally Over LAN?

Was wondering if it was possible to share bandwidth equally over a lan?

I have a Billion 7402 adsl router that 4 pcs are connected to, as soon as one of the pcs download something the rest of the pcs have slow access to the internet, is there a way to limit the amount of bandwidth that each pc uses so that each pc has equal internet access speeds?

Any advice would would be greatly appreciated.

That would b speed based not bandwidth.
Both can be limited with a software called Netlimiter (installed on each pc).
Various other softwares available
 
Sorry not an expert......

will this "Netlimiter" limit all aspects (p2p,browsing,voip) ?
 
Freedownloadmanager won't help for other applications/ports/lanning....
I'm also looking for a solution, but I would have loved it if the router could have managed this. But Netlimiter would prob be the best option for now, thx!
