There appears to be some very knowledgeable people on this forum with respect to vehicle registrations, so I’m hoping someone can assist me with my situation.

I’m considering buying a vehicle where the current owner paid for the vehicle but never registered the vehicle into his name.

He bought the car 2 years ago from the then-owner but the buyer was then transferred to another city and he never collected the car.

The vehicle has had an engine change but the registration documents still reflect the original engine.

The vehicle is currently a non-runner and with the owner 1 500 km away from where the vehicle is currently stored, he intends selling without a CoR.

The current license expired end of November last year (2019).

Questions:-

What is the logical procedure to get the car registered into my name, if I decide to purchase?

I intend refurbishing the original engine and refitting it back into the vehicle within the next 12 months – is it a train smash that the current engine number doesn’t match the registration documents – at least for the moment?

Any insight anyone can give me on addressing the above situation would be most welcome and greatly appreciated – many thanks.

The engine change was done illegally as it did not follow the proper process, police clearance and all that, you will have issues when you are stopped by police and they check.

You are going to have issues registering the car since you are going to need the particulars of the owner.

The only time that you will need to worry about the other engine (since the car is not running) is with registration of the car. Since you plan on rebuilding the original engine to get the car back in a running condition, that shouldn't be an issue provided the original engine is fitted at the time of the COR.

If you can come to an agreement with the Owner to renew the license for another year, this will buy you the time to get the engine sorted and fitted (obviously providing that you can be trusted to do what you stated). The reason for buying the license now, is that 1) the penalties are minimal now. 2) having an outstanding license will prevent the owner from buying licenses for other vehicles in his name.

If he is able to get hold of the owner.

Way i read it
B bought car from A
A never collected car from B

OP buying car now from either A or B , and collecting it from A ( current owner on system)

Better to look for a vehicle with all it's paperwork in order. We live in a country where crime is like second nature to some, so if there's issues with the cars paperwork rather be safe than sorry.

I think you are right. That make things a little easier. Hopefully the other buyer does not come back to demand his car.

I agree with the others, this just seem like too much trouble, is the car at least worth it OP?
