Hetzner CPT slow response / high latency

Has anybody noticed some connectivity issues to Hetzner CPT from certain networks in South Africa. From MTN connections the latency is 500-700ms but from IS connections the latency is 5-20ms.

Probably a private peering issue, if you run a mtr where does the issue lie?
