Speed of light: 299792 km/s
9500/299792 = 32ms ;)
That's speed of light in a vacuum. It's significantly slower going through glass.

On fiber you can roughly estimate 5 microsecond latency per km. On 9500km distance it gives 47ms latency. You must add 20% on the distance, as cable is not laid in straight path. If you take round trip it is already crossing 100ms, not counting buffering on various routers/gateways/switches as Arthur says (or RICA spying network), so I am afraid achieving 100ms round trip is impossible.

You might see better speed if you got yourself a fibre connection,
however a VPN connection the the country where the game servers reside wont improve speed.
You will only see better speed on a faster internet connection with better peering to the country in question LTE vs ADSL vs Fibre
Ive seen better pings on LTE while playing Word of Warcraft than on my 4mb adsl connection, while its worth noting that we dont know how busy my Telkom exchange was at the time I tested or if there were any peering issues unknown to me.
I recommend you test with diffrent connections and see what gives you the lowest ping.
all in all, nothing beats sitting in the country where the actual server resides.

ive tried it, it worked most of the time, but ive seen it not work sometimes too.
