For transcoding you will be fine as long as you get a Z68 motherboard, so that you can use the IGP to do the transcoding. The 2600k would be faster here as well. As for how much faster the next gen chips would be, on average people are expecting a 10-20% increase. So if thats true you'll have to decide if thats worth the wait. Worst case, you could always flog the 2600k you get now, and throw in a new one

Wouldn't it be better if I used 2x EVGA GeForce GTX 560Ti 2GB GDDR5 in SLI for the transcoding on a P9X79 motherboard? Also wouldn't the transcoding and burning benefit from an extra 2 cores and 4 threads?
 
1) Nvidia cards lose quite a bit of quality when transcoding (which is probably why they are faster than AMD counterparts)
2) If your software can make use of quicksync it will be twice as fast as a single GPU
3) Media encoding is not a very parallel task, so throwing more GPU grunt at it wont help. It will be limited by the sequential parts
