Anyone experiencing high latencies and low download speeds?

Getting 10ms to CISP speedtest server and only 20mbps down on a 100mbps line.

Basically a trace to any international destination will work, it should show us where the increase in latency is happening.

If its on the local network it'll show up fairly quickly in the hops
