High Latency After Hours

Hi all.

Just wanted to know if anyone else is having similar issues to me.
I live in The Douglasdale / Fourways area in JHB and as of Sunday 12:30pm I have been suffering with high latency after hours.

After running a few tests, I notice I have extreme latency to local sites like www.google.co.za, mweb.co.za etc. My speed is also affected and my 4Mb line struggles to reach 1Mb speeds.

I have tried using multiple different ISP accounts. I have tested on IS, Axxess uncapped, Telkom, and Webafrica and I get the same results.

The latency drops considerably after 10pm at night to "almost" normal levels, however anytime in the evening a ping test will result in +-1000ms - 1400ms to www.google.co.za.

Testing yesterday morning and again today the latency is back to normal ( 11ms average).

I have also tested with 2 different routers, DLink and a Netgear, I have been working in IT for many years so this is not a noob case of "Torrents lol!". I run bandwidth monitor's on both my PC and my Girlfriends, when testing I remove all unnecessary devices from my network and disable the Wireless Network.

Could my exchange be over subscribed? Should I log a fault with telkom? Any advice would be greatly appreciated.
 
Update: I'm currently running FPING and capturing the results in a Log file with a timestamp so I can see at what point the latency starts to skyrocket.
 
I had a very similar problem right after the initial 10Mbit roll out started last year. Pings would steadily start to rise from 6pm and continue to be high till well after 11pm, during weekends it would be constantly stuffed.

After gathering some information I phoned Telkom and asked if they could see the utilization on my DSLAM and they confirmed that during peak hours (6pm-11pm) my DSLAM was running at near capacity. Afte requesting that the network team take a look at the problem the pings improved after a couple of days. So I cannot confirm if they were still tweaking things after the rollout or if they actually increased the bandwidth allocation to the bank of ports. Either way I would phone Telkom when the pings are high and hope to get the right person who can check utilization stats on your Exchange.
 
I'd suggest that you try and find out if your neighbours are suffering from the same latency issue, because it sounds to me like a congested exchange.

I quite like PRTG Network Monitor for logging everything on the router, but it has to support SNMP for it to work. This way, you'll also pick up if someone did a DoS attack on you, which you can't see with applications that are just running on the local PC's.

If things do not improve tonight I will call telkom with the information I have.
