im looking for something to speed up my file transfers etc alot as i transfer like 60gig to 1 hard drive from another etc

Buy a dedicated RAID controller and two 7200.11 model seagate hard drives (500GB, 750GB, 1TB or 1.5TB) and put them in RAID 0. Even one of them would do the trick. They peak at 110MB/s. There won't really be much of a difference between Q6600 and Q9300 transfer speeds unless you bought a new motherboard with better SATA controllers.
If you're copying to another hard drive, eg external, the external drive will be limiting the speed.

Agreed. The last thing limiting you there, is the CPU. Get a proper RAID controller and some good quality drives and stick them in RAID0. Since we don't know exactly how your setup works(external drive? Internal drive that you swap with another one, every now and then? etc.) it's difficult to comment on a way to optimize it.

You don't need a raid controller, your mobo should have raid just use 2 of the exact same hdd's.

I find that the RAID on most motherboards, is rubbish compared to a separate controller, especially when you start having lots of traffic between several drives, at the same time.

Have to agree, onboard RAID isn't as good and a controller card isn't expensive unless you go for the high end though the onboard can still help. Also you don't have to use 2 identical hard drives, though it is better to.
