Win 7 technically receives updates until next week I believe.

I think he's saying the system they run on is old. Many banks were still running on XP until recently.

for consumers/home users - yes

Different rules for enterprises. Corporates can pay for extended support beyond the deadline (for another 3 years i believe). i assume HA, being entirely useless like the rest of the government agencies, are opting to do this.

They run on an enterprise solution which has an annual upgrade. Our company does the same and we have the same messages every single year too. It disappears automatically after a week or two.

Same here. Sync errors. network issues, physical problems all cause that to happen.
