Get a 2hnd Hp/Lenovo/dell i5 quad core system on BidorBuy/Carbonite etc, around R3k, good quality,comes with licensed Windows professional Os then add a 256gb SSD and add 8gb to whatever the system comes with, sorted. Make sure you get a full sized tower if you are planning on getting a grfx card anytime in the future.
 
Comments on selection below please:

MB has M.2 slot but you specced a SATA SSD which is fine though.
You don't really need a 450W PSU but it will be good if you wanna add a GPU later.
Case is a bit on the ugly side but that's purely cosmetic.

Could I propose the following,

R2000 - Intel Core i5-6500
R234 - RAIJINTEK RHEA 0R100005 CPU Cooler The R270 version is a bit better.
R713 - ASROCK H110M-DVS R3.0 MB
R937 - Corsair ValueSelect, 8GB, DDR4-2133, CL15 RAM
R1616 - Samsung 850 EVO MZ-75E250BW, 250GB SSD
R545 - Corsair VS CP-9020096, 450w PSU No power cord included.
R451 - Cooler Master MasterBox 3 Lite MCW-L3B2-KN5N - Black/Silver See if it has sufficient drive bays.
R6496 - TOTAL

If you swap the SSD out for the 500GB version it comes to R7784

That case does look better but it only has space for one drive?

1x5.25", 1x 3.5", 1x2.5". So he will get his optical & ssd in there with space left for a normal 3.5" HDD

If that's not enough then there are other options like the bitfenix etc.

EDIT: Just had a look and it seems you can get extra drive brackets for the base of the case, not sure if it's 2.5" only.
Cable management in these small cases is always an issue though.

Thanks for the help. I'm considering the pentium G4560. According to the reviews it gives a lot for the price.

What is the story regarding 2x4 vs 1x8 gig ram? Will it make a difference in office/home PC. Also is 8 gig sufficient?
Windows 10 runs silky smooth with 8gb. 2x4gb is more snappier but only slightly.
