Homeowners and red tape

I need some advice on the following:
Am I allowed to request the HOA to see proxies from a previous meeting
Can I ask the financial director to resign after his budget was not approved twice in a row.

All the other intitutions that have the knowledge protect the HOA and Body Corporates and they don't want to give answers.

if you are an owner most if not all the dealings of the association should be made available to you on request

why have you got a financial director for an HOA and have you got someone in mind to appoint? what was wrong with the budget?
