Hosting in Ivory Coast

Does anyone know how feasable it is to host in country in Cote D'Ivoire? We're considering getting a dedicated line or using a cloud service. It's likely to be a Windows server and MySQL. It's possible we have to keep it local because of sensitive data. Anyone with any experience in Ivory Coast?
