I think paying for the ADSL service, ie, the 512kb line etc, should at least allow one basic local browsing rights at perhaps a limited speed, but uncapped. Then if you need international or faster speed, then you pay extra.

Anyone agree?
 
Actually the "line rental" should include all traffic, local and international.
 
There should be some differences in how it currently operates and gets billed for sure.
If we had local only browsing or the like after paying for line subscriptions then the ISP's would all suffer as we would only be paying telkom until you needed faster speeds or international bandwidth.
They need to start allowing ISP's even the medium sized ones to have access to the local loop and the int landing stations, then we will see some change.
 
Whatever happened to Telkom's "Once you reach your cap, your speed drops down to 64Kb" plan?

I disagree.

You're paying for the line, you should be entitled to use it at 100% of the capacity that you paid for 100% of the time.

Sure, you should be charged for international bandwidth because there are extra costs involved, but there are no extra costs involved in the utilization of local bandwidth that are based on the amount of data going through a device, except those costs artificially created by the telecommunications companies. Event the electricity usage remains constant at 100% utilisation.

Pffffft.
