Housing is a National Government function.
Local Government provides the power, sewerage and water points and scrutinise the plans thereof and in some cases Housing Projects have been entertained with the City's limited budget.

What actually happens, National Government allocate funds to the different provinces, but in most cases I think what happens and most definitely what does happen in the Western Cape, the funds are all earmarked to projects of their (The ANC's) choosing. It is not like the Provincial Government or The City of Cape Town get funds from National Government they can access or do with as they choose, it is all pre-decided, that is if any funds are provided at all.
If my assumptions are true or have substance and it is plausible that the ANCYL know all these things, then they are either ignorant or spin doctoring for attention.
All that will happen is Lansdowne Road will be closed off again, people won't be able to get to work and therefore forfeit a days pay.
