how bad can shaping be?

Hey all, need your help.

I have an openweb uncapped account, and a telkom 4mb line.

I play a lot of DotA online, if you haven't hear of it it's basically just a map for War3, so i'm talking about playing on BattleNet.

Thing is, it works jsut fine most of the time, but been noticing certain times in the day it lags like a bitch. Wonder if this is due to shaping or could be some other reason?

Openweb say there is "minimal shaping", but seems like a ****load to me!

Any ideas on what I can do?

It's probably dodgy IS-SAIX peering, the Openweb account runs on IS and the servers are on SAIX.
