I forgot to add, If it is a template that runs on an CMS system then if possible FREE, and regarding scratch I wanted to go for the scratch option using Bootstrap or skeleton framwork since I am comfortable with both, but I am not entirely sure if it can be done? Rather I am not sure how it can be done.
