How do i build a VOIP app that can make local & international calls. What are the technical requirements of such an app. Been researching on webrtc/sip & programmable communication API's like Twilio & Bandwidth.

But ultimately to make or receive calls you need to be allocated a valid number, you need to get it from a licensed operator

The first thing you need is a SIP account from a VOIP provider. Hostname, username and password. Then you need to read and study the RFC for the SIP protocol here:

Then you need to use a programming language that allows you to access the TCP/IP stack of the device you're building the app for, and use the information you've learned about the SIP protocol to initiate and make phone calls, stream audio, etc.
