How do you register a daycare/creche?

Hi guys,

So my wife is starting up a daycare/creche in the near future, and there seems to be a ton of crap around it. It seems that most daycare centres are NOT registered, but obviously we would like to do the right thing and get the ball rolling on this, eventually. Legally she's not required to register until she has more than 6 kids in her care, I know this, but it's always better to be safe rather than sorry.

However, I have no idea where to start. Websites give links, and links run dead. Most places say we should go to the departments of social development, but holy crap, no, please. I want an easier way. I definitely don't want to take a day's leave and go stand in a queue there just to be shown the door because of some shitty technicality, so I'm hoping someone here has some experience in the matter.

So far, she's planning only 6 kids in her care, between the ages 3 months and 4 years. We have the indoor space, we have the outdoor space, we have the facilities and everything is being done as we speak (double garage is being converted). She's hoarding toys and stuff, and we're DIYing a ton of things to get it all nice and neat, so I'm pretty sure we'll be OK. She'll also have an assistant helping her, so she's not going to be alone. Also, she has first aid training, a BEd (Foundation Phase) degree and Psychology I, II and III from Unisa, so the qualifications aren't an issue.

Does anyone have tips or pointers in the right direction? I'd love to know how to actually get the ball rolling...

EDIT: Oh yes, it's in PTA, if that makes a difference with regards to regional laws?

Don't you have to take a creche course before you start it to know how everything works?

Make sure you have the correct insurance to cover yourselves in event of a event that ends you in front of a court.

Get a broker to assist you with the above and the correct liability covers incl Professional Indemnity

We are also trying to get all the info,

Thus far I know you register at department of social development
Attend a accredited course on early childhood development.

But everything is till a bit vague. Damelin seems to offer the course.

That's the thing. Wife's a qualified teacher, so that course can GITS. Also, I don't want to go stand in a damn queue. I'm supposed to be able to just fill in and send in a form (Form 11 or Form 16, or whatever), but it seems nobody has that form on sites anymore. Yay.

In the Western Cape, all creche's are required to register with the Early Childhood Development directorate of the WCED - more than half is not! I know this because I was part of the team who wrote the system way back when.

Yeah I'm finding more workable info from WC as well. The Gauteng stuff seems to be much of the same, but a bit more useless. Municipal bylaws and stuff that needs to be adhered to, which is fine, considering it's a just fine house, so everything is fine around that.

Also, it seems I need original building plans, and I might need to zone the house as a business. That costs a shitload of money, if I'm not mistaken.
