How long Fibre Contract Should Be

I live in a retirement village in PE and Frogfoot have trenched and laid as far as our entrance gate. Queried with HO about letting them into the village and alarmed to hear that they require Echo Foundation to sign 10 year exclusivity contract.
Anyone know if this is normal?
