Communications Minister Siphiwe Nyanda’s early Christmas present of lower interconnect rates has been received with much joy by alternative telecommunications provider Vox Telecom.

It's not a Christmas present if it does not come in on/before Christmas. Since the lower rates will only kick in AFTER the "Festive Season heavy usage period" currently it is merely a Goodwill promise for the New Year. It becomes a present when the rates are operational and enforceable.
