Has to do with your language settings in Siri. Depending on what English you pick for what country the voice changes.

There's a much better way of getting Siri on an iphone4, all it requires is a jailbroken i4 and jailbroken 4S. Theres an app in cydia called AssistantConnect and AssistantConnect4S. Basically, you install AssistantConnect4S on the 4S and AssistantConnect on the i4. You install spire on the iphone 4, and then on the 4S you are able to email the 4S auth cert to the iphone 4.
In Spire, you enter this https://guzzoni.apple.com
