In order to save a dying/dead forum, you need to complete the following checklists:
1. Get rid of bullying/egotistical mods
2. Encourage users to troll the forum to their heart's content, provided that nobody gets hurt in real life as as result of their trolling.
3. Apply the standard GUI design principles to make your forum look awesome and easy to use. Never use a ****ty, eye-hurting colour scheme!!! Jeez!
If the rules are too strict, then you are doing it wrong. Certain NAG forum mods over there are one of the many factors why NAG forum's literally a ghost town.

This. But from what I've seen, once a forum dies, there is little that can bring it back as often people have moved on and found something better.
Like me - used to be fairly active on PCF years ago. Stopped posting and became more of a reader of posts. Registered on myBB (yeah you'll see the date registered and how it doesn't correspond with the amount of posts I have) then found a different forum.
Last year I discovered the myBB forums again. So even if the other forums somehow made a come back, chances are I wouldn't know. And if I did, I wouldn't care.
