I just ignore the calls if I'm not on WiFi or if I don't feel like answering.. I treat them exactly the same way as a normal voice call really.
 
Hey @3WA,
Data consumption really been the issue for most of the smartphone users including me as well. I would love to say that there are few whatsapp mods that might help you most of the times; I heard about fmwhatsapp, gbhwatsapp, zewhatsapp, nswhatsapp but did not use them so far as I have been using a portable hotspot which i carry always while travelling so I didn't came across serious issues of such kind.
