When your PC is in sleep mode the CPU is stopped. It can't DO anything. That is why the fans turn off.

lol ... shame dude they taking the mickey out of u! When your PC is in sleep mode (Hibernation) it is technically off, it cant do a damn thing! Get used to the fan noise....

get one of those ADSL modems that support uTorrents with an external HDD. you start the download and shut the PC off, but the modem continues to download to the external hdd.
