You cant ,only xbox one allows it.
it does support fat32 drives to save your games to etc.

With my old PS3 I partitioned my external HHD with EaseUS Partition Master. FAT32 and NTFS.
But still there are the 4GB max file size and 32GB max partition size.
I think I used FAT32 File Formatter to increase the partition size.
