HUAWEI B315s & Load balancing

Here is my setup.

WAN 1 HUAWEI B315s - LTE
WAN 2 ADSL
WAN 3 TPLINK MTN LTE ROUTER

I have the load balancer setup that if wan 1 fails to auto switch to wan 2 or 3.

However when the HUAWEI B315s disconnects from the mobile network such as when the tower goes down it serves itself as some kind of gateway. How do I turn this off? This is ruining my "auto" load balance as i still need to manually unplugg the WAN 1 lan cable.

In addition you must clarify yourself tems "load balancing" vs. "failover switching".

I'm using Rain and Telkom. Telkom LTE-A gives me ~100Mbps the rest is Rain. Using dispatch proxy.
