The phone was reset by the owner, and cannot recall the google address used, as its asking for google account previously associated with this device to continue. Should be running android 9

Any assistance would be great.

A device that's 3 months old, sounds more like it's a stolen phone, and he can't reset, now trying to flog.
 
he has receipt for it, its and elderly guy. Only when i have time i can transport him back to the retailer to take it in.

You can probably take it to a Huawei Repair Center with the PoP and they should be able to unlock it for you.
