Huge price drop for USB modems?

Is this old news? I see from a new Vodacom (Chatz Cellular) brochure (page 9) that you can now buy the USB modems at a greatly reduced cash price: R689 for the E272 or R679 for the Novatel USB stick.

Or am I misreading this and it is not an outright purchase price for prepaid users, but an extra cash payment on top of the standard 24-month contract? Anyone know?

At the bottom of the offer it states "Once-off payment when signing a 24-month contract"
