Hulu stuttering on Telkom 4mb uncapped?

is it just me or has Telkom ISP decided to shape or limit hulu traffic?
netflix and all otehr channels on my roku 3 play fine, but hulu been a bit jittery recently.

thought it was because of "netflix time" - the 6pm-10pm peak in traffic of people watching these channels..
maybe i should try another ISP?

anyone else having this with telkom isp and 4mb uncapped with hulu??

Yeah, also been having a terrible hulu experience the last week or so. Telkom 4mb uncapped. It's almost unwatchable.
