OK here are my findings so far:
P2P:
International torrents: Line saturates ... full speed.
Local torrents: Haven’t bothered too test.
Http downloads:
International:
Seems to be limited to about 4-6K
Tested on:
www.kernel.org,
www.winzip.com
I don’t understand this and I strongly suspect I have somehow cocked up my settings somehow. Still investigating ... so take my http download results with a shovel full of salt. Other UUNET uncapped users report full speeds! Edit: I get 25K on the Telkom speed test ... woah!

Edit2: Telkom speed test on capped Telkom ADSL account: 43.8K
Edit3: Ok it looks like uunet limits the maximum speed on any single HTTP download thread. Using a multi-segment downloader I can saturate the line i.e. 40K. Telkom doesnt limit the maximum speed of single HTTP download threads.
Local:
Tested on: tucows.saix.net (yes yes ... I know!) and ftp.uunet.co.za ... same story about 6 K.

As I currently have a (capped) telkom ADSL account and the UUNET uncapped account I was able to do direct ping comparisons:
