He is directly speaking to "African Americans" in the article, but I think it has some use here as well. Towards the end he mentions that the time for blaming the white man is over... Somehting many have commented on and argued on this very forum. That is most likely the point that he is trying to make. Responsibility for your own actions, the actions of your family members and those in your neighbourhood. Holding each one of us up to a higher standard will improve conditions for everyone.
