I Hate Telkom !!!!!!

Well from what I've gathered you will still have local access after the cap, albeit a paralysing 64k, or anything as low as 16k, which Telkom still sees as acceptable.

One such instance is a TelkomInternet end-user using 296GB, in September, effectively 97 times more than what she paid for,” Letlape says.

I have said it and I will say it again.
You cannot penalise the rest of the population, because one or two people abuse the network.
Telkom or their resellers should clamp down on the odd individual that goes to the extreme of using 296GB, if that is even true in the first place.

It should not become the publics fault or problem.
Like I am not interested in Telkom's bad debt customers I am not interested in their customers that use more than they should.
Telkom sits on the network and the simple fact that they know about this user makes it very easy for them to Cap the odd person that steps over the line.

This is just simple spin doctoring so that they can drag some more shekels out of the consumers of South Africa in order to make us feel like per GB billing is good for us.

Even the fact that they say they are going to Cap local makes no sense as this goes against everything they have stated before that Local is plentiful and cheap. More stories I imagine.

ICASA must put the screws on Telkom now and tell them who is boss. Their is an ongoing complaint about ADSL in South Africa about pricing etc which is still not resolved.
We are awaiting the outcome of the MyADSL Complaint and until such time everything should be kept on ice.

Telkom have put people in charge who seriously do NOT know what they are doing.

There are many creative ways of preventing abuse, if one may call it that, but just under 300GB is, and we all *know*, mostly illegal content (dont every *try* the linux and streaming radio/tv line, Ive heard it all trust me :)). But for R300 it definitely is a lot cheaper than going to the flea market and buying 450 CD's worth of pirated TV shows, and crap you used to watch when you were younger like Robotech and Lucky Luke.

Paying per GB over the cap isnt a bad idea per se, but paying over R60 per GB most definitely is, but in cases where the people download like rabid salivating dogs all day every day it should be R600 per GB as they are purely wasting bandwidth and technology, and more likely than not downloading crap they will watch once and burn onto a CD which will gather dust in the CD collection cupboard.

In the last paragraph Lulu Letlape says...

“The introduction of usage-based billing will enable each ISP to make the decision on the size of each account and when, how and why to cap or not to cap a services, directly in line with wishes from the industry and ICASA.”

--- what the **** is she talking about??? Please help me on this one! Can someone please send her the ICASA Report, and get that stupid idiot to read this forum before she start talking out of her ass!!!!!!!!!

Good point.

it dont matter how much abuse there is.
other countries have the same problem yet they can still offer broadband.

Considering that the TCO of 512k ADSL is R819, she effectively paid R2.75/GB.. not bad..

Capping locally makes no sense at all, since the main traffic costs for ISPs come from the international exchanges. As long as it all stays in one network, the only cost for the ISP is the running cost of the equipment. It only becomes interesting once the traffic leaves the network.

297GB.. that means there is 294GB of local content out there... WOW. No forgive me if i'm wrong but was their complaint not that international bandwidth is expensive, but this is local stuff so.. wtf

They have to cap local, since they cannot differentiate between the two as easily as we would imagine it seems, also coupled with the fact that they cache most international anyway effectively make it local they've found themselves in a pickle I would say.

Technically that means they create the traffic anyway, because they keep caching the international stuff locally. An explanation for the exorbitant pricing? ;)
