On the contrary - considering sub 1 Mbps as being broadband exhibits a complete lack of foresight. The need for higher speeds should drive the definition of broadband and not an organization like ICASA that is sadly, yet consistently, behind the times.To see only 1+ Mbps services as broadband offerings is not entirely inaccurate according to parameters set by some overseas countries, but South Africa has as yet not set a speed threshold for broadband connections.
