ICASA addresses ADSL subscriber concerns

Title misleading perhaps? Icasa haven't really forced Telkom to do anything as yet and compliance to regulation is far off.
 
What guarantees, as far as penalties are concerned; have you got from this meeting if Telkom fails to comply with the couple of things agreed on? Or will ICASA just be over looking Telkom’s indiscretions as usual?
 
well, it kinda makes sense. Plett is sometimes described as hell (over season) by some of the locals. and it did freeze over (the photos are all over the internet) quite recently...

The ICASA regulations state:
Local bandwidth usage shall not be subject to the cap.

Does this mean that local will not count towards the cap?

OR

Local will not be capped, once you have reached your cap.

The double charging for the same copper line, and the legitamacy of the ADSL access portion was not discussed at the meeting.

That is disappointing because it was the main thrust of the MyADSL presentation at the ADSL hearings.

Both the draft and final ADSL regulations allows for only a single monthly charge for the line that delivers ADSL. ADSL users are currently paying twice.

The ADSL access charge is the main reason why ADSL in SA is so unaffordable.
 
I hope ICASA are taking a look at the ADSL regulations anyway, and not just relying on Telkom to be compliant in November.

There is much that Telkom is able to ignore completely because of the ambiguity in the regs.

@rpm, on the issues where Telkom stated they were in compliance with the regs because they interpreted them in a certain way, did you ask ICASA whether this was their intention or if they were actually trying to say something else? And if the latter, will they revisit the regs?

I addressed this issue with ICASA after the Telkom meeting to gain clarity on exactly what the regulations say about the pricing structure of ADSL. In the draft regulations it seemed to abolish ‘ADSL Line Rental’, but in the official regulations the specific regulation is not entirely clear. We will get feedback on that within a week…

from the report it appears as if all TELKOM are prepared to comply with is paperwork, nothing tangible for the consumer.
November becomes December becomes next year becomes 2010. Enough.

They are playing for time and they should not be allowed to get away with it.

ICASA have done nothing except stall by facilitating a chit chat.
Force them to comply, if they don't, penalize them heavily. There is a set of ICASA rules for TELKOM and another for everyone else, this is very clear.
 
More blah de blah de blah de blah. Nothing changes with Telkom. Nothing will change so long as the incompetents at Icasa are still there.
Also nothing will happen while Ivy is still in power, though she will often stand up in parliament and blame her victims for the results of her own incompetence.
