Which therefore means there IS a new pricing model and what are the chances the prices go up ? ok ok about 70% chance but it looks like we are in for some relief as soon as ICASA pull finger.

Now I have just opened the latest phonebill from the devil..
Only to find a leaflett inside telling everyone about tarrif changes for August. Will they be forced to send out another one if ICASA one day decide to make up their minds?

The Price Cap Regulations require that Telkom give notice to customers about any price changes conducted under this law. However, they also require that Telkom "furnish anyone in the republic who requests a copy of proposed price changes". I have requested this over and over from Telkom, yet they ignore me.

So basically, "YES" they have to tell you, but "NO" Telkom doesn't always follow the law.

The process

Under the law, any regulatory adjustment must be sent to the minister of communications for approval before it can come into effect. However, under the terms of the EC Act, ICASA would have the authority to effect any regulatory changes without sign-off from the minister, according to Baloyi.

You think they would have known this before starting this process...? past experience with Ivy...?

“The [promulgation of the] EC Act has taken longer than expected,” he explains, adding the new ADSL pricing regulations cannot be announced until ICASA is clear on when the EC Act will come into effect.

Surely by know experience with Ivy would have allowed anyone with a bit of grey matter to realise this ahead of time and plan accordingly...
