UCT has a full mirror that updates nightly, but it is only available internally atm. But this is soon to change as there will be a newer mirror available externally.

There is however a mirror available externally that mirrors some of the open source sw and some of the more popular linux distros:

Downloads from such a server shall in no instance be accounted for in measured traffic.

The Computer society or similar could be made custodian of the minimum list.

Actually, a single central mirror managed by Telkom, Sentech, iBurst etc might not be a bad idea...

I think the thing to remember is that these regulations are a stop gap until such time as true competition controls price. You must be careful not to ask for regulations that could hinder growth in some ways - for example, insisting on a 10Gb cap prevents ISPs from offering low cost low cap accounts.

Before you say it, yes, all teh costss must come down, but you don't think some grannies would find a 1Gb cap/ 192kbps account for R80 a better option than a 10Gb/1mbps @ R200 ?
