I deal with ICASA regularly and have done so for the past two years. In the last two weeks I have picked up a completely new attitude. Phones are answered after no more than three rings, messages are returned, emails sent immediately and queries resolved speedily and satisfactorily

so, as a change around these parts, a big UP to ICASA - here's hoping that this new-found efficiency sticks around and spreads to other areas of operation

special words of thanks to

Tana Kekana - excellent contact for number allocation
Ari Putter in frequency licensing applications

And in other news:

'Where are ICASA's draft ADSL Regulations & did her Poisonous Ivyness run out of bogroll at the same time ICASA handed the draft regs paper to her...?'
yeah....there is always balance in the force i guess...

one of the most welcome things about the new electronic communications bill is that the ministerial veto on regulations and licence terms and conditions is gone - should speed up turnaround by about a year...

They are very effecient in placing little "ICASA Approved" stickers on everything... other than that... nope...

@ dominic: Where do you get this info, can we not get a read of it, somehow?

Perhaps we should flood ICASA with requests and queries as to where the draft regulations have become "bogged" down...

...

We know it is done and lying on somebody's desk...

WTF!

ok - decided to put my take on this newfound efficiency to the test

call was answered on second ring by switchboard
put through to legal division
politely informed that the perdon who deals with the adsl regs is currently attending the hearings on new USAL licences - fair enough

name of the person responsible for the draft regs = Mpilo Ngxingo - should be available on Monday

now now ic...refresh that attitude

adorn a cloak of positivity or some such carp

Mpilo Ngxingo - should be available on Monday

While answering the phones promptly is certainly a nice touch, it'll take a more substantial display to get me to believe that they are suddenly more efficient. I'll phone Mpilo on Monday and hopefully he'll be clued up.

fair enough - a swallow and summer etc etc

just from my personal dealings with them the last two weeks have been completely different...

@dom: do you mean the regulations will be available on monday or the person responsible will be? :D

Sorry Dominic.. I can see your point that things seem different.. But I again have members in my office thinking I'm mad while I sit here crying with laughter at IC's and the other comments..

You have to admit last anyone here heard from ICASA we where told "In two weeks time" That was what.. 3... 4 months ago???? If the person incharge is not there, where is his assistant, something. Surely there has got to be more than only one person in the whole department that knows whats going on.

And none the less.. thanks a million for the updates and all the effort

This is probably why Poison Ivy recently de-independantised ICASA :)

ICASA would have to have been independent in the first place for her Poisonous Ivyness to manage to strip ICASA of alleged independence - the 'I' in ICASA has always been a token 'I' - merely placed there to fool the public into thinking that ICASA might be independent from ministerial veto & guavamint interference...
Its all about control and nothing else. God forbid that the people have a say. Central control then close the gates AND ignore. ignore ignore
