Kholwane noted that for every vacancy, [highlight]one and a half names had to be submitted to the minister.[/highlight] “This meant that the minister had to consider five names put forward by the committee, [highlight]and of those five, three would be selected to fill the vacancies,[/highlight]” he said.

IIRC there are 3 vancancies, and 3*1.5=4.5, which means 1 of the 5 candidates needs to have only 0.5 of their name submitted to the minister (I'm sure she would not know the difference). Dinosaurus Pule will probably reject the 3 candidates that no one objected to on the basis that the DA and COPE had no objections.
