Icasa seeks pay TV assistance

Well, it is how 90% our governement operates. The people in the managerial jobs hire external consultants to do the actual managing. Gives them more time for naps
 
It's obvious ICASA can not currently perform it's required tasks. It's time to fire everyone and start from scratch.
 
Anyone know if there is a technical limit on the number of operators that can be accommodated?
Sounds like they aren't all going to be using the same broadcast methods, so why no just weed out the fly-by-nights and license them all. Maybe have a use-it-or-lose-it clause. No service within 18 months and your license gets reviewed with the aim of revoking it.
 
What are the chances that those winning this tender have absolutely no connection to any of the licence candidates?

Very, very little, I expect.
 
Ermmmm.... so there's every chance that the people awarded licenses will be those that did not apply for them?
