ICASA under fire at Internetix

Step in the right direction, now if only there's a way to remove the biggest obstacle - DOC - more especially that incompetent fool that runs it then maybe ICASA can get on with the business.
 
It needs to speak with one voice and work together to influence regulatory policy. He said industry should set up a study group and do some of the preparatory work to free ICASA to deal with the real issues.

There was also a discussion on geting rid of senior personnel who have little practical experience in the telecommunications environment, and re-staffing ICASA with people from the industry with years of experience. With less unproductive people, ICASA could match salaries to the industry level.

Let me guess - everyone had the incompetent narcoleptic Paris Mashile's resignation in mind when that was discussed.
Mashile also pointed out that the recently promulgated Electronic Communications Act (ECA) requires long processes of consultation.

From getting input and researching regulatory requirements, publishing draft regulations for comment, holding hearings and reviewing inputs and comments, making adjustments to the draft regulations and then to go out again for public comment, the process can take several months before a regulation can be implemented.

IIRC !CASA's useless ADSL regulations took much longer than "several months", and the ECA did not even exist when !CASA drafted its ADSL Regulations, and as for the implementation thereof, !CASA still fails to enforce the few coherent clauses in its ADSL regulations.

Now I wonder if senior personnel with no experience were appointed on merit or because of alphabet soup - EE and AA targets...

No wondering, window dressing always rely on dumb dolls.

You can consult for 5 minutes or 5 years, but ultimately a decision must be taken which is final and binding. At which point everyone must just get on with it. The DoC (and/or any other of the myriad directorates and departments) must leave alone, industry players who didn't get exactly what the want must not run to court, ICASA must not run the consultations so badly that they can be challenged in court...

Lets just get on with it. :cool:

IMO true, and makes me wonder if Stalin-Mafole at the Dementia of Communistications is involved in the interviewing & appointment of !CASA employees, as with the DoC's [searchforum]"Job Fraud"[/searchforum] scandal...

Screw that. We'll do it EU competition court style. R1m fine per day for every regulation Telkom/MTN/VC etc break. I bet Telkom will be compliant within a 5 working days.:D

The question of industry funding the regulator was another option.
