Icasa's draft LLU regulations delay: the real reason

So what does that I in Icasa stand for again?
 
This serves as an excellent example of why it is beneficial to appoint a minister who is experienced in the industry which he must lead. The learning curve in communications can be steep, and who knows what will happen nine months from now.
 
FFS... Yunis you muppet, don't hold up things you have no idea about... you will never understand, and you will be replaced soon enough anyway, so just let ICASA do its damn job.
 
And next year there will probably a new coms minister again with the elections. Then the process start again.

Nah in all honesty its not like Dina pule would have a cooking clue what she was doing with them anyway and would probably publish something that may even hurt us later on,its been two weeks lets give the man a chance.In two months time if he is still not at least showing the initiative then I'll lament him for you shaun ;)

So far the ONLY competent DOC minister we've had was Roy Padayachee and he had previous DOC deputy minister experience to help him hit the ground running.Give the man a chance LLU unbundling could end up being a huge disaster for the country if its not implemented correctly.

Don't forget that the entire communications portfolio is in a mess,from LLU/Telkom right through to the huge SABC mess and collecting license fees from the wireless service providers.These are big issues and nobody not even a telecoms expert could be expected to hit the ground running in two weeks time besides maybe the current deputy minister.Well go have a look at her,she was definitely not a candidate for the position.

All I'm saying is give him a chance or we may actually have set in motion the failure of someone who could actually change the tide for this portfolio.This is a ministerial position not the job of a cashier,a month or two at least is needed before even a preliminary judgment can be sought.

Unfortunately this is what I fear is going to happen,even if this guy fails or is successful it doesn't seem to change,Roy was successful but they were too eager to get him moving into bigger things instead of allowing him time to instill some proper change,as I said above this is not a cashiers job where one can just hit the ground running,their are many stakeholders involved in this field and some of them cannot be easily toyed with,you have to thread carefully in order to reign them in and make a difference for the betterment of the consumer and country as a whole.

Zuma if Carrim is successful in a few months time then please leave him in this position!If he is like Dina pule however then he had better be removed quickly.

Some things have made a huge difference to the average consumer,like for example interconnect fees.Smaller players like Cell C/8ta used this to stick it to the big boys and those ridiculous rates pre paid users were once charged by MTN and Vodacom (like R2,75/R3.60 per minute on per minute billing) are a thing of the past.
 
Not surprising. The goal posts have been moved so many times already its as if the only thing ICASA knows what to do is delay, delay and delay. One day someone will start making headway but then he/she will be redeployed because what they will be doing will affect the ANC pockets somehow...

/Next week on MyBB ICASA delayed in giving a delayed response...
 
Why do these ICASA idiots bother with deadlines ?

They must know by now that literally nobody would even imagine taking those deadlines seriously. Or are they so retarded that they don't realise this ?
 
ICASA has confirmed that it has finalised the draft LLU regulations, but the publication of these regulations are delayed by ministerial requirements.

ICASA spokesperson Paseka Maleka said that the regulator met with new communications minister Yunus Carrim, and he wanted to familiarize himself on all regulatory and related matters.

By the time he finally familiarises himself with everything, it will be time for the next one to replace him.
 
Delays everywhere. Icasa, DoC...just delays. I don't remember Icasa and DoC meeting any of their deadlines. At this rate, by the time LLU is implemented, my last born would be a Grandfather/Grandmother, and I don't have any kids yet.
