I'm kinda curious how an ID card can help stem crime? I would think combining it with some form of bio-metric identification system would help reduce the likelihood of card-swopping / theft as the one is useless without the other. I know bio-metrics has come a long way but is not yet at the stage to be cost-effective / 100% reliable but ID cards on their own achieves what exactly? Or am I jumping the boat and talking about 'hidden' features not released to the public? The Consumer Goods Council of South Africa (CGCSA) has instituted a number of anti-crime initiatives, and, to counter more sophisticated criminal activity, is stepping up its high-tech introduction of ID cards, which provide an additional buffer to losses from both internal and external crime.
